Note: GeoWin don't works with Russian Windows or on Windows with Russian regional settings (because of conflicted Russian engine).
If you nevertheless install it, then this geowinundo solution recovers back Russian environment. You also need uninstall Geowin by standart way.
After download, unzip it in some temporary directory and run geowinundo.bat and say "Yes" when asked.
